Originally produced by the Department of Neighborhood Empowerment at the Los Angeles Convention Center in 2003, the Congress of Neighborhoods has developed over the years into a conference by Neighborhood Councils for Neighborhood Councils, supported by the City, now serving as the largest annual gathering of Neighborhood Council leaders.
