Inspired by this year’s theme, From Challenge to Change, the visual identity celebrates Los Angeles’ resilience and capacity for transformation. At its center is a radiant phoenix—rising, adapting, and emerging stronger—capturing the spirit of a city that continually turns adversity into opportunity.
The phoenix’s warm, sunset‑infused gradient reflects LA’s iconic skies, evoking optimism and forward momentum. Nestled within its wings, Los Angeles City Hall symbolizes the partnership between neighborhood councils, residents, and civic leadership. Together, these elements form a story of a city united in shaping positive change, one challenge at a time.

The Los Angeles Congress of Neighborhoods is a free conference that focuses on the concerns and interests of Neighborhood Council leaders throughout the City of Los Angeles.
Produced by the volunteers on the Congress of Neighborhoods Planning Committee with support from the City's Department of Neighborhood Empowerment, the Congress of Neighborhoods has brought together leaders from throughout the City for over 15 years to learn, support, and lead together.

This year’s event is taking place on Saturday, September 26th, 2026 at Los Angeles City Hall from 8 am to 5 pm. Register now, for a day focused on programming, networking, and community engagement, centered around crucial topics such as affordable housing, homelessness, public safety, and more.

The event is free and open to the public. Topics and speakers are especially geared towards board members and committee members of the City's 99 Neighborhood Councils, but any stakeholders with a desire to improve their neighborhoods or learn more about the City and its operations are welcome to participate.
The annual 500+ attendees representing diverse geographies and backgrounds coming together is what makes the Congress successful, and we invite you to be a part of it.

LA’s 99 Neighborhood Councils together form the grassroots level of the Los Angeles City government. The system was created to connect LA’s diverse communities to City Hall and was established in 1999 by an amendment to the City Charter. Neighborhood Council board members are elected to their positions where they serve without compensation.
